On 4 September 1992, the Presidency of the Republic of Bosnia and Herzegovina, at the proposal of the Government of the Republic of Bosnia and Herzegovina, adopted a Decree with the force of law on the establishment of the Institute for the Research of Crimes against Humanity and International Law (Official Gazette of the Republic of Bosnia and Herzegovina, No. 16, of 18 September 1992), which was confirmed on 1 June 1994 by the Law on the Confirmation of Decrees with the Force of Law by the Assembly of the Republic of Bosnia and Herzegovina (Official Gazette of the Republic of Bosnia and Herzegovina, No. 13, 9 June 1994). This institutionalized scientific and research activities aimed at documenting and studying the genocide and other crimes committed against values protected by international law in the territory of Bosnia and Herzegovina.
The development of the Institute took place through certain stages, which were marked by numerous personnel, material, financial, spatial and other problems with status changes and changes in the founders. The Institute is a member of the University of Sarajevo, which, as a scientific research institution, has achieved extremely significant results and scientific and professional affirmation and respect in the world, primarily thanks to the results of scientific research.
