The University of Sarajevo – Institute for Research of Crimes against Humanity and International Law is organizing the promotion of its latest publication, a proceedings volume entitled “The Instrumentalization and Politicization of National Rights: The ‘All-Serbian Assembly’ Declaration as a Continuation of Great-State Policy.”
The promotion will take place on 10 June 2026 at 2:00 p.m. in the Ceremonial Hall of the Rectorate of the University of Sarajevo.
The speakers promoting the volume will be Prof. Dr. Sead Turčalo, Dean of the Faculty of Political Sciences of the University of Sarajevo; Miro Lazović, President of the Assembly of the Republic of Bosnia and Herzegovina (1992–1996); Prof. Dr. Ermin Kuka, Scientific Advisor at the Institute for Research of Crimes against Humanity and International Law and Editor of the Volume; and Harun Išerić, LL.M., Senior Teaching Assistant at the Faculty of Law of the University of Sarajevo.
The volume is the outcome of a scientific conference held on 9 January 2025 in the Ceremonial Hall of the Rectorate of the University of Sarajevo. The contributions contained in the volume provide theoretical and empirical analyses of the “All-Serbian Assembly” Declaration, examining it within a broader political, legal, and historical context.
The structure of the volume comprises scholarly papers, presentations, discussions, and commentaries delivered at the conference, as well as conclusions and recommendations. It also includes the full text of the Declaration, translated into English. The published contributions highlight the complexity of contemporary processes involving the politicization of national rights and the instrumentalization of the past, as well as their impact on the sovereignty, constitutional order, and future of Bosnia and Herzegovina.
The papers published in this volume clearly indicate that the “All-Serbian Assembly” Declaration does not constitute an isolated political act but rather represents a continuation and a new phase of a long-standing project aimed at undermining the sovereignty of Bosnia and Herzegovina, thereby deepening existing challenges and giving them a new dimension. In this context, the hope is expressed that the institutions of the State of Bosnia and Herzegovina will possess the institutional capacity, political maturity, and constitutional responsibility to resolutely oppose, within the framework of the domestic and international legal order, all forms of encroachment upon the sovereignty of the State. It is further hoped that the findings and recommendations presented at the conference and in this volume will serve as a relevant scholarly and professional foundation for the development of appropriate policies and measures.
